White-tailed Kite Elanus leucurus
Look closer - that's not its foot. It's breakfast. Since it was pretty far away when Bill Walker and I saw it, I didn't realize that until I downloaded the picture.

The kite saw us shooting, landed and then kept rising from its perch, hovering, landing, rising, all the while giving us the kite eye. Maybe it thought we had intentions on the rat?

It shares a row of eucalyptus trees with a brood of three or four coopers hawks, so I can see it might feel a little paranoid (although coops don't generally eat rats).
